Doi moi II

"Đổi mới II – đó là một “thuật ngữ” được nổi lên gần đây trên báo VietNamNet . Có thể nhiều người nước ngoài không hiểu được thuật ngữ này. Nhưng đối với người Việt, không ai không hiểu (?). Các ý kiến cũng nhiều, khen, chê, nghi ngờ, đề xuất… "

Thấy các bác VNN sôi sục Đổi mới II quá, mình thử tìm lại bài chú Kokko, giáo viên trường Kinh tế Stockholm nói về Đổi mới II viết từ năm 1998. Tất nhiên là một nhà kinh tế, phạm trù Đổi mới II mà Kokko chỉ dừng lại ở lĩnh vực Kinh tế trong khi ý "Đổi mới II" mà VNN đang quảng bá hiện nay có lẽ hướng nhiều hơn tới chính trị.

"Abstract: Compared with its ASEAN neighbors, Vietnam appears to have weathered the Asian crisis quite well. Official statistics indicate a GDP growth rate of 6.6 per cent for the first half of 1998; export growth remains positive, and the dong has depreciated by only 20 per cent against the USD. But the relatively favorable picture has more to do with controls than with sound economic fundamentals. In the absence of comprehensive reforms, the Vietnamese economy will gradually slide into a deeper recession. Influential interest groups, such as SOEs and their employees, hanker after return to central planning. What is needed instead is a Doi Moi II, including measures to liberalize trade, strengthen the financial system and promote transparency throughout the economy."
